California cracks down on puppy brokers
California lawmakers have passed Assembly Bill 519, which prohibits online pet dealer websites and brokers from selling dogs to consumers, aiming to combat the influx of puppies from out-of-state mills. Assemblymember Marc Berman said: “AB 519 would close this loophole that allows this dishonest practice.” The bill follows reports revealing that many puppies marketed as local were actually sourced from commercial breeders. The legislation, which also applies to cats and rabbits under a year old, is now awaiting Gov. Gavin Newsom's approval. PuppySpot, a major online marketplace, opposed the bill, arguing it undermines responsible operations. Attorney General Rob Bonta supported the bill, emphasizing its role in protecting consumers and promoting humane treatment of animals. Two additional bills addressing pet sales are also expected to pass soon.
